Does RHI for heat pumps a measure of electrical energy or heat output?

Hello

Apparently the RHI (Renewable Heat Initiative) that the UK government gives domestic users for a ground source heat pump is "19.33p per kWh"

But given that a heat pump generates about 4 kWh of heat for every 1 kWh of electricity used, are they talking about electrical energy used OR heat energy generated?

    In many cases in the domestic scenario payments are based on the deemed heat requirement of the property, the deemed heat requirement is taken from the EPC report
