Avis "Admin Fee" for Data checks in order to pass it to police - need advice

    There is no certainty that a camera flash will result in a speeding penalty.

    I'm not certain, but the time limit under French law for the notification and request for driver's details is likely to be much less than the six weeks it took for Avis to administer the process of charging for it, and probably well within the thirty days of the card pre-auth.

    Personally, unless there is a specific indication of what the payment request is for and by whom, I would not take responsibility for guessing that it's a legitimate payment unless or until there is a formal request or invoice from Avis for the charge. They can hardly blame the customer for non-payment without this.
    yes, in the notification of the attempted charge, there is mention of AVIS BUDGET.

    however, I have no paperwork which would indicate the reason WHY they tried to charge me.

    Actually, i just searched the AVIS T&C:

    TRAFFIC OFFENCES
    24. All penalties related to traffic and/or parking offences are the responsibility of the hirer and the owner may charge the hirer's credit card for any traffic and/or parking offence infringement fees incurred by the hirer. The owner undertakes, in the event that the owner receives notice of any traffic or parking offenses incurred by the hirer, to send a copy of any such notice to the hirer as soon as is practicable and to provide the necessary information to the relevant issuing authority for such notices to be directed to the hirer. The hirer has the right to challenge, complain about, query or object to the alleged offence to the issuing enforcement authority and has a right to seek a court hearing (within 56 days from the date of issue of the infringement notice or 28 days from the date of issue of the reminder notice).

    The owner may also charge an administration fee of $30 plus GST to cover the cost of processing and sending to the hirer notices related to traffic and/or parking infringements.


    it is from US, but I presume, similar wording should be on the french T&C as well.
