    It does actually, we don't charge every common assault as attempted murder do we?

    But it is down to the amount of resources that can be reasonably expended in dealing with a crime measured against its seriousness.

    The law we are discussing here is the requirement to report a traffic accident when the 2 parties involved have not exchanged details, or when one party failed to stop. There is no requirement for allocation of extra police resources to issue a crime number.
    I agree that forensic investigation is very unlikely but that does not mean OP should not ask.

    Just to put you straight, it won't get a crime number as there is no evidence a recordable crime taken place.

    It won't get a forensic investigation due to cost.

    Whether the op has a duty to report it is questionable. Do they know the presence of their vehicle has caused damage to another?
