I also suspect that the PPC would be using red diesel to keep costs down , and its not a farm is it?
Red isn't "farm only". It's just "not on-road only". And there's no suggestion this tractor's being used on the road.

Think of the tractor as machinery, rather than a vehicle.

Do we know how the tractor gets onto the beach? To get to most beaches in my experience requires driving along a road.

Go to Bridlington and Filey and there are ancient tractors permanently on the beach used to haul boats from the sea. They haven't seen a road for decades!

It'll live in a shed just off the beach, and - if it needs to be moved somewhere else - it'll go on the back of a trailer. Just like any other piece of machinery used there.
  • It's parked on private land, but regularly trundles along the beach.

Don't think red diesel will be the issue.
    Illegitimi non carborundum:)
  • but lack off insurance and abiding to government H+S laws will whilst used in a public place

There are requirements for a seat belt to be fitted (although not a legal requirement to be used when off road).

Also a roll cage.bar is another.

So there may well be some Health & Safety issues not being adhered to and the local HSE might need to be made aware.

There are some exclusions for vintage machines, but I'm sure any farmer Moneysavers will be able to tell us the fuller details.
