Driving a tractor on a beach.

Okay, bit of an odd one, but hear me out.
Let's say a well known site of misery, who have commissioned a well known Parking Company, who are equally known for spreading misery, decide to use their "tractor" to help deliver their activities along the adjacent beach, which, I am led to understand, is not Private.
Would the said tractor require all the usual licencing, registration, MOT, insurance etc, as would a vehicle on a road.
How would I find out if the things were in place, and whom should I report it to if there is a breach ?

Does it display a rear number plate?
Tractors normally don't need MOT's, but do need insurance, tax is normally free for them as well.

The beach will be owned by somebody. There may well be public pedestrian access, but there is no public vehicular right of way.
The owner of the land - likely to be the local authority - can grant vehicular access to it, yes, without having to conform to the Road Traffic Act. So, no, the tractor does not need to be road legal in any way.0 -

If the beach is is considered to be a public place (although privately owned), there needs to be insurance for the use of a motor vehicle - s.143, Road Traffic Act 1988.0

we are talking about a well know private parking company , who,s idea of fleecing more members of the public wish to put a man on the ground as well as use ANPR
I remember the problems the staff had at blackpool using vehicles to take donkeys to the beech
I also suspect that the PPC would be using red diesel to keep costs down , and its not a farm is it?Save a Rachael

The vehicle isn't on a road but it is in a public place so will need insurance. As it's not on a road it won't need an mot, as its a road offence only.
Registration plates aren't needed, it's not on a road nor does the driver need a licence.0 -

We don't know what fuel the tractor is using0 -

What difference does being a farm make? Lots of people use red diesel quite legally beside farmers.0
