The great line rental scam

In the insurance industry there is a concept called "Dual insurance" where one provider can not charge you for cover for something which you are already covered against.
In the Comms sector, It seems this does not apply and I deem that to be unfair. I want to gauge if I'm completely off track here or if people agree
I have a BT phone line for which I pay Line Rental.
I also have a Virgin bundle (TV, Phone, Broadband) which again charges me phone-line rental even though I have NEVER used the phone. Unfortunately I am not allowed to break the bundle and virgin insist you take the phone line rental or pay an extortionate amount MORE money rather than less.
This means I am paying TWICE for Phone-line rental when no doubt the same system of wires is being "rented" from BT.
How can this be fair or seen as treating the customer fairly. For the past 10+ years I've had to pay two lots of phone line rental for the pleasure of having One phone line and two service providers.
I believe Ofcom should investigate and end this practice of Dual Pricing.
Am I off track here??????

One of your services is not being used and is redundant. Cancel it.
Ofcoms job isn't to investigate what appears to be lack of commonsense on the part of the subscriber. The choice to pay for one redundant service is yours.

Line rental gives you a physical working line and the ability to receive calls on it.
You then have the choice of whether or not to make outgoing calls, and if you do make calls you have the choice of whether to pay a fixed monthly fee for an inclusive allowance or to pay for individual calls at a per-minute rate.
If you don't make calls, don't get an inclusive call plan.
If you don't want to receive calls, completely cancel the line.0 -

you are not paying for the same thing twice, BT line rental is for the 'BT' line and Virgin Media line rental is for their line, two separate , not connected in any way lines, the VM line connects to VM , and the BT connected to BT, if you wanted you could make a call from one to the other0

No, for the past 10+ years you have chosen to pay two providers for two phone lines.
Yes Virgin make you take a line and pay rental to get their service, but you could have transferred your service from BT, and even kept your number, and only had one line. It seems that you and a number of other commenters haven't understood OP's situation and complaint.
They're not happy that VM charge them line rental when they already have a line from BT. What I understood from that is that they are using the BT line and want to keep it, but also want the other bundled services from VM. If you don't have and pay for VM line then how do you get the TV and broadband?
It all comes down the same co-ax / fibre line as the phone would use from their distribution point so you still need to pay rental for that line0 -
