Move lpg tank

Hi,
We have an underground 1000litre lpg tank in our garden, we are having major issues with our neighbours whose land we need to access to fill up tank. To take away all the stress we are thinking of possibly moving the existing lpg tank 20m down the garden so it can be accessed via main road.
We can't get any idea of the cost as this kind of work is usually included in installation. Would 2-3k be wildly optimistic as can't afford much more. Our deeds state we can have access but he makes it very difficult!
