UKPC Parking Fine

Hi
My brother received a parking fine when going to visit my grandparents yesterday.
UKPC isssued him with a parking charged while he went inside to get a visitors pass.
The ticket states the vehicle was first seen at 19:20 and then it also states the ticket was issued at 19:20.
Surely this is not enough time to walk in to the block of flats, get a permit and walk back and put it on the windscreen.
My brother genuinely was going to park fairly however it looks as though the warden waited until he parked and walked in to the building and ran over and issued a fine.
Any advice would be hugely appreciated, we can also provide to UKPC a copy of the visitors permit badge should it be required.

This is not a real fine and all you need to know at this stage is in the sticky threads at the top of this board - that's why they are pinned to the top and the main advice one is in capital letters, to stop as many people as possible from just posting first.
Same advice as all the other BPA private firms, challenge it around day 26, then ignore the next letter if it is the one that demands to know who the driver was! You want a POPLA code (explained in the sticky threads) which is on the 'rejection of appeal' letter.
This is not one to pay and cases can be won at POPLA. For now, read 'NEWBIES PLEASE READ THESE FAQS FIRST' as you seem to have missed the advice threads at the top of the forum.
The REGISTERED KEEPER (not driver) can submit online, the 'BPA firms' example of an appeal (blue writing in the sticky) around day 26.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
