UKPC Parking Fine

Hi
My brother received a parking fine when going to visit my grandparents yesterday.
UKPC isssued him with a parking charged while he went inside to get a visitors pass.
The ticket states the vehicle was first seen at 19:20 and then it also states the ticket was issued at 19:20.
Surely this is not enough time to walk in to the block of flats, get a permit and walk back and put it on the windscreen.
My brother genuinely was going to park fairly however it looks as though the warden waited until he parked and walked in to the building and ran over and issued a fine.
Any advice would be hugely appreciated, we can also provide to UKPC a copy of the visitors permit badge should it be required.

UKPC is a predator company who are known to hide behind wheelie bins to prey on motorists. They also fake pictures.
It is a SCAM.
Your brother needs to complain to the Management company and or/landowner to get the ticket cancelled.
ZERO minutes is NOT in the code of practice by the BPA.
UKPC are members of the BPA and must follow the code of practice by allowing a period of time for the motorists.
No doubt it is the greed of the warden to get his commission
FIRST STEP ....... A bitter complaint to the Management and landowner asking why they employ known scammers.
Search google about UKPC and you will find a lot about this disgraceful company0 -

Hi. I've been through a similar experience. They are just trying to rip people off. You can take them to the small claims court if it goes that far. I would certainly challenge it though!

Yes you can appeal within the given time shown.
UKPC are just as likely to reject it. You then get a code which allows you to appeal to POPLA.
He needs to raise the roof with the management and landowner now,
and pinch this in the bud0 -

UKPC are in the BPA so clause #13 applies , which their operative has breached
assume the driver had up to 10 minutes grace to obtain the permit
DO NOT REVEAL WHO WAS DRIVING !!
it appears to me that the NTK fails POFA2012 which is not surprising
so plenty of appeal points for popla , the usual ones plus the two I mentioned0
