    Use this form if you need help with the:
    If the person who made the LPA or EPA (the donor) receives certain means-tested benefits when you apply to register it, you won’t have to pay anything (this is called an ‘exemption’). The benefits are listed in the form.
    If the donor’s income before tax is less than £12,000 a year, you will only have to pay half (this is known as a ‘50 per cent remission’).
    The form also explains how and when to pay the fees.

    I dealt with similar last year - my best advice is to always ask straight away to be put through to a supervisor/manager with some discretion as you are dealing with a vulnerable individual who cannot meet the usual requirements.

    Front line call staff can be shockingly poor at knowing when to refer something and dig in to a 'standard' approach rather than 'allow' you to go over their heads.

    Easier simply to ask for the referral to start with.

    In my case, the call handler wanted a third party written or verbal authorisation from a person with no speech or mobility receiving end of life care. She said at one stage she'd never heard of 'end of life' and that I was probably trying it on to get access to an account. All I wanted to do was make a payment myself to bring an account up to date to stop distressing overdue letters arriving for his partner.

    I should say some providers were brilliant acting on minimal detail with sensitivity but the bad ones were really bad.

    In the case in point it does not help the OP at all. If the company rep gave contact details it would help matters.
