I'm in a similar situation - parked at 7am in the dark at Metrolink park and ride, came back the next morning to find a PCN on the windscreen.
The difference is that they have made a mistake on the PCN as the car details are wrong - they put the wrong reg number on the PCN.
If they look at their own images they will spot the typo.
Does this just add to the defence if/when it goes to POPLA? Or do I proceed differently and see if they get their act together with the DVLA and issue a letter to the registered keepers address?
Do the second thing - in bold above - wait and see if a NTK arrives because you can then show POPLA that the NTK is not compliant because it fails to repeat the information on the PCN and so, the set documentation required by Schedule 4 has not been followed and neither document (PCN or NTK) was properly given. There is no 'slip rule' allowing a private firm to change a VRN between NTD and NTK!
And it will have to be spelt out to POPLA in 'Janet & John' easy terms (sadly) because they don't understand the law they are trying to apply - as shown by other cases.
I hate saying that and it's no criticism of individuals, but a massive criticism of the training of POPLA Assessors on the tiny little Schedule of law that they have to understand, the one that we all understand easily! Could be due to the money the BPA are paying for a service which was not explained properly to the Ombudsman service at the outset - they have stated that they were surprised at what they are dealing with. Seemed not to know what 'appeals' really involved nor do they show that they have the foggiest clue about the 'industry' they are effectively supporting with this service, every time they actually tell a victim to cough up £100.
Start your own new thread when at POPLA stage and use the templates in post #3 of the NEWBIES thread as your base, as they are deliberately long to encourage a PPC to give up.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Well its been over 5 weeks since my ticket and I have never received a notice to keeper (although I do live in a small set of flats so the letter could have ended up anywhere as mail does quite often) so I am just going to forget about it now and enjoy the Christmas period !0
