Can current year ISA be transferred?

Hi
I have already opened a cash ISA for 2016/17 and deposit the full amount in there. I also transferred prior year ISA balances into it. The interest rate has now plummeted. Can I transfer the current year's ISA to a new provider?
The ISA that I have my eye on does allow transfers of older balances, and it says in the spiel that it can be opened with as little as £1.
