Hire co's don't bother (they never have), you either have a driving licence or you don't.
You should tell Europcar in Birmingham and Aberdeen, both of whom needed the code before they would rent me a car.
US, German and Austrian rentals, not so much. But in the UK, it appears they do want to.0 -

Glad you found the licence OP, we went to South Africa last November I got a picture licence because the alternative was to get an international driving permit ( I previously just had my old paper licence) On arrival at the hire car depot they didn't even ask for either of our licences and they certainly didn't want any codes etc.
It's sod's law that if you didn't have the correct paperwork they would want it!!0 -
I doubt the staff of many car hire offices outside the UK are even aware that the DVLA issues these codes (except maybe in a few locations where there are huge numbers of British customers). Are they supposed to keep abreast of the whims of the licence-issuing authorities of every country in the world?Let's settle this like gentlemen: armed with heavy sticks

They don't normally need to. Only the British, and perhaps only the DVLA, would make such a ridiculous attempt to export their convoluted bureaucracy, reminiscent of the old Empire's traditions.
