Same advice goes for saying the charge was in small print on a sign, people always panic and say 'but it's 200 miles away and I can't check the signs'. The burden of proof is not yours. If it goes to a hearing they will have to cough up all paperwork beforehand and if you have solidly argued that the POFA wasn't complied with, you can then show that. If you don't argue it in a defence (and ideally mention it now as you are being transparent with the issues, unlike them!) you can't use those defence points later.
