I can see the logic, tbh - there's no pumping going on after the PaP switches off, so no pressure in the hose. Open the valve in the handle, and what's in the hose may dribble through.
I doubt there's much, though, and I'd expect it would be replaced in the hose by the pump priming while it resets.0 -

The pipes and fuel system hold fuel as does the pipe from the tank to the filler cap. Also quite often there can be different tanks used in different markets but the handbook may not represent this.0 -
