AS Parking ticket Perranporth

Just returned from a holiday in Cornwall and two unfortunate issues of parking tickets at the Droskyn car park. Below is briefly the circs of both - do I have a chance of appeal??
1 - Attended car park on first day of hols.On going to ticket machine realized was £1 short of full day parking amount - £4.50. Options were £1 - 1 hour, £2 - 2hrs or £4.50 for whole day. Free parking after 6pm. Paid £2 for 2hrs, settled kids at beach and went into town to get some change. Returned whilst first ticket still valid, paid a further £2.50 to bring total up to £4.50 for whole day. Displayed both tickets side by side in trust that it could be seen I had paid the £4.50 due for the whole day. In hindsight bad idea, but intentions were in good faith. Returned at 5.30pm to find ticket inspector at my car. Wanted to record my reasons on camera - I had no issue with this. Fully explained reasoning. T.I. admitted he understood and believed my reasoning, but would still issue a ticket. I asked if he could use any discretion and cancel the ticket, he said he could, but was choosing not to. This seemed rather harsh and unfair as he had said he believed my reasoning. Have already issued an appeal via the AS website.
2 - On last day of hols arrived shortly after 4pm, so paid £2, as free after 6pm. Placed ticket on dash. Returned a couple of hours later to find PN on my windscreen, stating no ticket displayed. Checked and ticket had turned over and was lodged at bottom of screen under coloured part of glass. This particular day was the first day of the recent poor weather. I can only assume when closing the car door the wind overturned the ticket. Do I have a good chance of appeal. Feel rather weary with it all.

AS Parking (Athens Security Services Ltd) are IPC members so appeal using the IPC template in the NEWBIES thread.
I hope you didn't reveal who was driving in your appeal for the first ticket. You didn't did you? Please tell us you didn't.
Anyway, once you have made the original appeal for both tickets, they will probably both be rejected. Don't be surprised, it's quite normal.
You then have the choice of ignoring anything and everything you get for the next six years except real court papers, or you can make an IAS appeal then ignore everything you get fro the next six years except real court papers.

Droskyn car park is not relevant land under POFA 2012 so there is no keeper liability, providing you haven't already revealed the driver.

Thank you for your 2 e-mails with regards to Droskyn Car Park in Perranporth.
If you want to contest the parking charge notice you have received you will have to appeal to AS Parking at https://www.as-parking.co.uk there is an appeal’s link on their website.
With regards to your FOI request:-
1. Could you please inform me on what basis a motorist could be liable to prosecution (as stated on the ticket) for failing to pay and display? – The statement that you are referring to is pre-printed on the ticket stock by the manufacturer. The Parish Council do not have tickets made specifically for their use, as this would significantly increase the costs of the tickets; and we feel that the funds would be better spent elsewhere. The use of the word ‘may’ enables their use in all settings. The Parish Council do not ‘prosecute’ for failing to Pay & Display. Parking Enforcement is carried out by Athens Security Services Ltd trading as AS Parking under contract law in their own name as the creditor and principle.
2. Are there any Byelaws or Parking Place Orders applicable to this car park, and if so could you kindly provide a copy thereof or advise where they may be found online? – There are no Parking Place Orders or Byelaws for this car park.

I am new to forums, so apologize for not sending individual replies. Unfortunately I sent an appeal for the first ticket whilst still on holiday. As I didn't do my digging until home, I didn't use the alternative appeal process, so AS will now know I am the owner, as their form asked for my HA. I have emailed Mrs Oates as advised and await a response. I will update you all as soon as I hear anything. I really hope for good news.

Just re-checked my emails, the appeal for the first ticket has been rejected. I must pay £100 within 28 days, or can pay a reduced amount of £80 within 14 days. The letter read as generic, so not sure AS have fully taken on board my reasoning, or indeed had sight of the camera recording the ticket inspector was making.0

You don't have to pay anything unless a court orders you to do so. AS don't give a damn about your appeal or your reasoning, nor about the footage the ticket chimp recorded; that camera is for his own protection not your benefit. Welcome to the corrupt private parking industry. Ignore any debt collectors letters unless you receive a Letter Before Action/Claim from the muppets at Gladstones. If you get one then come back here.0
