Yes.
I mean, a genuine (wealthy) tourist might do such a thing. On entering the USA for the second time, he should expect some fairly detailed questioning and a request to show how much money he has to pay for such a long holiday. Someone who is genuinely visiting, and enjoys spending his money in the US economy, would probably be welcomed. Someone who cannot satisfy the Immigration Officer would be refused entry: a visitor has no right to enter the USA and there is no appeal system, it is just down to the discretion of the officer.0 -
It's sometimes hard enough getting through the questions for a 3 week holiday loltravelover0

After getting a minor 'grilling' on my last holiday (& we were up to absolutely NO shennanigans), I wouldn't fancy messing about with the Homeland Security/Border Patrol people.
We could hear first hand other people getting 'grilled' and it didn't sound to good for them !0 -

That's true if you are travelling under the Visa Waiver Program. If you have a valid Visa, you can insist on a review by a Judge (an exclusion hearing). You waive this right if you travel under the VWP - it tells you that as part of the application process.
But of course a Visa does not grant you a right of entry, just a right to travel to a point of entry.0 -
