Charged 30 for parking, issued a parking charge

Options
Hi there, I know you can help me.
On a event day at Wembley stadium I parked at Wembley Retail Park and have been charged £30 for it. Unfortunately that was my first time parking there and didn't even know that it was a retail car park. So being excited to be at the event ASAP I paid the park to the man with a badge on, dressed in high vest. There were also other men directing the cars where to park, as well dressed in high vest etc. The thing is I dont't have a receipt for it and I don't know how to prove it.I have received a parking charge from ParkingEye and have appealed. Of course my appeal has not been succsesfull and now will appeal with POPLA. What are my changes of winning this case? What should I write to POPLA? Is there any changes of someone checking the cameras and seeing that we were charged for the car park? I already paid £30 for a car park, there is no chance that I will pay this ridiculous parking charge on top of the £30.

The question is, were they real parking attendents taking the money and employed by Parking Eye ??
  • Well at the time I didn't think about it and I know it silly but obvuisly you shouldnt trust anyone, still there were so many police officers there etc...and cameras on top of everything... I do feel that I have been deceptive and even more angry with the hole situation. Do I have any chances at all? Is this not a crime?

I'd be checking out the possibility of you being scammed by those collecting at that car park. Contact the retailers on whose site you parked to firstly check whether they know anything about the collection of the £30 charges and secondly if they will intervene with ParkingEye.

If this was a scam, there'll be loads of others getting PE tickets. Depending on the replies from the retailers, you might need to contact the police.

But you also, simultaneously, need to deal with the PE ticket - see the newbies FAQ sticky to take you through the process. Do not ignore this as PE sue people.

    Well someone took the £30
It has happened before where con men do this regardless if the police are around.

At this stage, I would ask Parking Eye about these people, ask them do they employ them ?

  • Thank you for your reply. I have read the FAQ and I am still unsure as to what to write to POPLA, as ParkingEye send me a letter that now I can only appeal with POPLA and have 28 days to do that, which by the date of the letter should happen by 11 of September. Should I contact the retail car park first, before I write my appeal to POPLA?

Yup, it was an event so open season to exploit the motorist and a dream site for con men

POPLA is your appeal but you have plenty of time.
In the meantime, as said by Umkomaas, do your own detective work with the retailers, explain what happened.

Just because Parking Eye refused your appeal does not stop you asking them if they employed these people which could end up as a police matter

No, you need to get on with preparing your POPLA appeal. Read the POPLA Decisions sticky for (say) the past 4 months only as things change all the time in terms of appeal tactics.

Also do a forum search using 'ParkingEye POPLA' as your search term and, again read recent threads which should include examples of solid POPLA appeals submitted for PE tickets.

While you need to be progressing the £30 issue outside of dealing with your PCN, POPLA will not be adjudicating on that, so don't concentrate your efforts in developing any appeal based on it.
