I think you have latched onto the single word "council" and assumed that this is synonymous with the words "traffic authority" when that is most certainly not the case and especially so here.
Bromyard Town Council is not a "traffic authority" but simply a parish council. They have recently acquired two car parks from Herefordshire Council (who are a "traffic authority"). I have carefully used the word "acquired" because that is the word Bromyard Town Council themselves use and tends to suggest that they weren't necessarily purchased.
There are several examples of such councils - Bawtry, near Doncaster is one who "own" car parks and employ PPCs to patrol them and issue PCN's. Your blanket assertion I am afraid is almost certainly incorrect.
I haven't been able to trace the PPO's for the two car parks in question yet but that doesn't guarantee they were appropriately dealt with when the car parks were handed over to the parish council.

Interesting comments - Thank you. The car park is owned by the Town Council so I am told. I have asked the Town Clerk if a PPO is in force, will not know until next Tuesday when he returns from holiday. I have appealed against the notice. So what is my next action?

was the initial pcn a windscreen ticket or a postal notice ?
if it was a windscreen ticket you should have appealed around day 25
if it was a postal notice then you appeal within 28 days so would not need to wait
if you have already appealed then you are waiting for the PPC and the town clerk to get back to you, so there is no "next step"0 -

I have just read the signage at the entrance and it states 'private land charges apply' This is not the case, the car park is owned by Bromyard Town Council, I know this because I pay my quarterly fee to them by standing order. The signage is clearly wrong.
A lot of townspeople are unhappy by the antics of the 'trigger happy' attendants giving out notices willy-nilley.
