Not Parked Within a Marked Bay

I received a PCN yesterday from Herefordshire CSPM. I was parked on a Council owned car park within a poorly marked bay. The front R/H tyre was on top of the marking the other tyres were well within the bay. Car was parked like this because the vehicle parked in the adjacent bay was into my bay. I have appealed to the company but should I just 'pay up' or fight on. Have a photo but not sure how to post on here?

This just plain stupidity by CSPM, another try on for a fast buck.
They are a BPA member meaning you can go to POPLA once you get a code.
Was this a retail car park ?
The council should ensure that their car parks are fit for purpose, poorly or faded bays (seen a lot) and as they own it, ask them to cancel the ticket.

And they are employing a private parking company.
well the bay needs repainting to define the space and probably difficult to see in bright sunshine so tackle the council as the markings are inadequate ... lacking the quality or quantity required; insufficient for a purpose.0 -

the operator is a BPA member who gave a ticket so he can appeal to POPLA and ask the landowner, the council to cancel it

I'm sure we needn't trouble those fellows on PPP for this. It is after all a straightforward BPA/POPLA case.
Whether there is a PPO (Parking Places Order) remains to be seen and if there is then the car park won't be "relevant land". Will it?My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

cheers HO87 , I did spot the private parking co involved and did some googling around the forums about this company
seems that the government have told counsils off for out sousing car parks to Extortion companies , and indeed Corporate Services Parking Management , have no standing to press charges on this land
the "hint" to go to pepipoo , was that if it was posted in council section , the regulars would explain the anomalies' involved .
as you well know preston counsil dismissed ANPR ltd at a special meeting when they knew they were going to be liable for there actions
is a PPO (Parking Places Order) required? the land is OWNED by the council and not sublet or leased to another company?Save a Rachael
