Help Apcoa Parking ticket

Hi Can anyone help?
I recieved a ticket from Apcoa for a and alledged contravention of the parking rules. I followed some of the action as in appealing against this as it was 16 working days from when the alledged contravention happened and quoted the 14 day freedom of information act as said on here.
Today I recieved a letter saying that
Notice only need to be issued within 14 days if the notice issued mentions " under the protection of freedom act". According to british Parking Association (BPA) guidelines, the maximum permitted time to notify the registered keeper is no more than 28 days after receiving keeper data from the DVLA. It is our understanding that as we have not referred to this act in our documentation, we are able to work in accordance with the BPA code of practice (june 2013) which states that we have up to 28 days to deliver a postal PCN from the dtae of cntravention.
Can anyone tell me what my next step should be? They have sent a POPLA Verification number

Thanks to everyone for their help I am new to all this so it a bit confusing to say the least. I have copy the appeal letter but not sure how I send it as there is no email address for POPLA just a website to start the appeal.0

just a quick one, the picture shows people getting out of the car but the driver said that they had stopped to turn around as there was alot of signs in the road because of work going on around the airport but when they stopped the passangers jumped out. Would that make any difference to my appeal?0

appeal online using "other" and attach a pdf of your appeal

forget about what the driver did , this is an appeal as keeper , saying that as keeper you are not liable or responsible for whatever anyone else did - assume you dont know what the driver has done and dont care what evidence they have of what the unknown driver has or has not done
its a "you have not followed procedures , you have not IDENTIFIED the driver and I as KEEPER have done nothing to answer for"0 -

today (17/08/16) I received another letter from ACPCOA stateing that I have not paid and that I have not appealed but the PCN number is different my head is spinning.
What is their problem?0 -
no idea but appeal it as well , using the blue text template as before
then use an identical appeal at popla if they issue a popla code
if they send another 10 , do the same again 10 more times0 -
Thanks to Redx and everyone on this forum. I recieved an email from POPLA saying that APCOA did not even challenge the appeal so the fine has been cancelled but still not appealled the other as they told me that is was to late so if I have to go to to court so be it I have all the info they sent and the popla email but I don't think I will be hearing from them again0
