What's supposed to happen after fraud is reported?

Long story short, a family member likes to take out credit in other people's names. As they possess my original birth certificate, and know details like my DOB, mothers maiden name, first street, they are quite good at opening new accounts.

Most stop hassling me for the accounts when I explain and provide a crime reference number from Action Fraud, but some (Littlewoods, Next, Co-Op, Capital One) have said their investigations have shown no fraud and continued to harass me.

I reported to the police a few weeks ago, and they have visited the person in question and taken notes. An investigation is ongoing, but it's unclear if action will be taken against the person due to their mental health. The police seem sympathetic and they've asked what I need from them to get the above to stop chasing me - does anyone know?

I did call Littlewoods and Barclays to ask exactly what they needed from the police but the call operators don't seem to know, and just said I'd need to report to the police if I don't agree with their investigation.
