You can only access BBC local radio on freeview if in area via the BBC A multiplex.0

If you can get a signal from the Brighton freeview transmitter then you could get BBC London, only a small bit of Portsmouth is in the signal area and its right on the edge

Unfortunately I'm the wrong side of Portsmouth for the Brighton transmitter.
For the moment, I think I'll make do with a smartphone radio app.0
