NPE multiple pcn's at Beckham Place Norwich

Hi there,

I have tried looking but I feel my case maybe different from the rest. For around a fortnight I have been waiting stationary in one of these spaces at the above location and waiting to pick up my gf from work, I never left the vehicle on any occasion, and only waited around 5-15 minutes before driving off. I only have two of these letters thus far as the vehicle is a company liveried van, however the letters have been sent to a rented out address where he used to live not the current employers actual business address as the details were never changed with the DVLA. I believe I have parked here for around two weeks so can assume I may have 10 of these £60 or £100 charges coming!! One of the photos clearly shows my arm resting on the door panel waiting in the car. Surely I can't be made to pay £1000 for parking for an hour maximum in a space whilst not actually parking, just waiting? I need help, big time, I don't have that sort of money!! The two letters I have seen are already 14 days old before I even got told about them from my boss. I've also read through various forums that the fore mentioned company are a big scam. I've read about ignoring them, but also to dispute and get a code from POPLA, will I have to do all of these individually too?

Any help would be much appreciated.

Thanks in advance.

you seem to be one of these people who thinks parking and "waiting" are two different things, a court would not agree with you

think of it this way , there are rules allowing a car to remain on that private land and you broke those rules, incurring charges (invoices) for each and every time you broke a rule , whatever you may think

their definition is that by remaining on the land for a period of time you have contracted for the service at the rate advertised on the signage

thay could send out an invoice for parking a van in a car only space, or wearing a red coat on blue coat day, they are just invoices

the correct procedures for appeal are laid out in the NEWBIES sticky thread and the circumstances are not relevant to the appeal at this stage (but will be in court)

you obviously have not realised yet that you wont get popla codes as NPE are not in the BPA , but the IPC

in future , wait in public roads only , in places where it is allowed

Need pictures of the signs. Is this your girlfriends address? If yes what does the lease say about parking. This idiot has not took anyone to court in the past three years.

Yet another believer in urban myths, what on earth is "waiting stationary"?
And, 'my arm was resting on the door panel' is highly unlikely to impress a judge, as with this number of possible tickets you are going to be a worthwhile target for for a court claim.

I am surprised you never saw the muppet taking photos of you either if you were sitting in the car!

You need to forget the excuses you have used here and read the newbies thread, under a single "transgression" you could include grace period but this is taking the P a little.

Follow the newbies thread, and you will need to appeal each individually, in this instance you would possibly need to show a judge you went through the motions if it gets that far.

He is providing a service to one of the occupants just like the milkman or taxi. I would also check with the DVLA dates of when they gave the details out, this is free. He has to apply for every invoice issued, if not it is an offence under DPA and the DVLA will be on his case.

You say that you were collecting your girlfriend from work. Does her employer own/lease the parking area that your vehicle was located. If so, speak/write to them to see if they have engaged the ppc and have the tickets cancelled. What 'rules' cover vehicles waiting to collect staff - are their any concessions for such events ?
  • The car park is like a 5 minute walk from her place of work and is nothing to do with her workplace. Yeah I get that I can't exactly use the grace period or anything like that as I have stopped there approximately pretty much 10 consecutive times.

I know with this many tickets I am likely to get taken to court for as it isn't just one. The car park was done via the number place recognition.

It doesn't sound very likely that I am going to Geoff any of these by the soundo things! :( my boss is just saying just to ignore them as the letters are going to an address he doesn't live at anymore and says that he isn't going to pay them whatever happens. I would add a picture of the sign but I don't know how to post pictures on here.

He has not done any court cases in the last 3 years, he uses CCTV which is questionable to accuracy.

Just re-read your #1 post that it's a company van. If your boss is saying that he is ignoring them, then their is nothing for you to worry about. It is only if he changes his mind (pressure from ppc) and names you as driver that you need to become part of the game. At the moment they are chasing him, not you !
  • Well that's kinda what I thought. He said he would claim ignorance as he "hasn't received them" but with his many I may have coming they will likely pursue me no doubt. Like you say depends how far he is willing to go before he passed the buck. Just anxious of how much more it is gonna cost if it comes to a court case if not paid. If it comes to that I guess I will just have to pay them when the time comes. I guess I won't really hear anything more about them for a couple of months or so as you get the 21 day window to dispute ect. The worst bit is even if I did wanna pay them so I get the lower price, it's taken him over the 14 days to pick up his post to see I had the pcn's. Guess I will just have to wait and see....
