Cannot Unlock Iphone 4 on O2

Hi
A relative has given me an old iPhone 4 that was locked to O2. I want to use it with Three, and need it unlocked.
I put in an O2 sim that I have, and registered the iPhone with an online O2 account in my name. Through the online account, I then requested that the phone be unlocked.
A few hours later I got a message from O2 saying 'we cannot unlock the phone, as the IMEI is not associated with that sim (my sim.)'
Any ideas how I can unlock it. O2 have said that the phone's IMEI must be associated with the phone's IMEI. How do I achieve this?

Have you called, texted ect with the sim in the iPhone? That's usually the way the network servers associate the phone's IMEI with the sim??
Or get the original owner to request the unlock. . .0 -
Thanks for the ideas. I will put my SIM in, make some calls and see if I can get the IMEI associated. However, O2 have told me this will work only with a PAYG card, and not contract (as I have.)
O2 also suggest, that I could get my relative to do it in their own account.
The 3rd option is to get a shop to do it - but it's not worth it in my opinion.
