Delayed flight - overnight costs at destination

Flight to Spain delayed by 8 hours. By the time it arrives in Madrid, the last train will have left, and a hotel will be needed overnight. I suspect the train ticket will not be valid the next day.
As well as the €250, can the cost of the hotel and train ticket be claimed from the airline? Can anyone point me to the relevant regulation, as this case is not mentioned in the MSE Travel Delay guide.
