According to the local planning dept, advertising consent and planning permission was given on 3rd June 2013 for consent running from 19th February 2013.
There's also an interesting email in April 2013, (under view documents), from Mr Davies at the golf club referring to a legally required grace period of 10 minute, although the golf club is considering 30 minutes!

Here's a Trip Advisor review from September 2015 from a disgruntled person who received a PCN from Parking Eye at the Holiday Inn Express at Manchester Airport for a 45 minute stay. It is interesting to read the response from the hotel who state that their system is programmed to allow a 30 minute grace period. Pity this grace period isn't at all PE sites!

Just wondered if anyone has any idea why I cannot add the rebuttal to parking eye evidence on the portal. I received their evidence on the 2nd September and I thought I had 7 days to place this on the POPLA portal? Thanks . I thought I better email it over on enquiries@popla.org.uk i? Just strange cannot put it on the portal? It says the POPLA assessment is in progress?.0

This is one of several glitches in POPLA's software that have been there since Day One; nearly one year on and they still haven't fixed their portal to allow PDFs to be uploaded at the rebuttal stage.
The e-mail address you've quoted is one from the "Old" POPLA (London Councils) days and won't work. You need to attach a PDF copy of your rebuttal to an e-mail and send it to "New" POPLA (Ombudsman Services) at [EMAIL="info@popla.co.uk"]info@popla.co.uk[/EMAIL]
In your covering e-mail, ask POPLA to confirm a) that the rebuttal has been added to your case file and b) that POPLA shall fully and properly consider its contents. Keep nagging them until you get this confirmation.
You can use a few of the 2,000 characters in the online text box to confirm that you've sent this e-mail.0 -
Thankyou for help. The contract was redacted. I have written quite a lot in the rebuttal ..fingers crossed. I will send to the email address you gave and will add what you said thanks x i cannot do anything on the portal so no text box or anything as says the popla assessment is on progress! Although not 7 days yet.. Panicking a bit x0

That's because the seven days is actually SIX, and not from when you received the pack either. I've said that before, POPLA count the day they get the evidence as day one. Not the day YOU got it and not seven days, not really.
So in your email, just say vaguely, 'I only received the evidence pack the other day so I have not had my seven days yet but here is my rebuttal of the operator's pack...' (DO NOT SAY 2nd Sept).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I got a parking eye ticket and appealed saying I was in the coffee shop and didn't ealise it was a limited time because I was going through a distressing time (step dad has cancer). They said I had to prove with bank statement but I totally forgot and now they have sent me a four page letter that seems pretty official saying county court and case number and stuff. Do I have to pay this or is just scare tactics? Please if anyone has had one could they let me know what they did as i am so stressed out with it and worrying that they are going to take me to court, the letter are scaring me.0
