Britania Parking PCN

Hello,
I have a PCN from britania parking. I parked at the Army & Navy in Chelmsford on the 12/07/2016 @ 17:35 and left @ 19:35
I did pay for 2 hours. The PCN was issued on the 27/07/2016
I called them and they said usually it was an error entering the reg details.
I have just received an email which to me says that they can see the error on the machine but still want to charge me £20
Now that's not very much but the it annoys me that they still want to charge drivers who have indeed paid for parking. The letter from them looks like bribery to me saying that I can appeal but if I do I loose the right to a discounted charge. SHARKS
Any advice?

Thank you for your appeal received on 01/08/2016 regarding the above detailed Parking Charge Notice.
We have reviewed the case and considered the comments that you have made. This appeal has been
considered in conjunction with the photographs and any evidence provided. Our records show that the
notice was correctly issued as your vehicle was parked in breach of the Terms and Conditions of the
Car Park.
The signage in the car park states that you must “Enter the FULL and correct vehicle registration into
the payment machine when paying the tariff”.
When completing the transaction at the machine, the machine prompts you to confirm that you have
entered in your registration number correctly; what you have entered is displayed on the screen. You
are also given the option to cancel or press the back arrow if you have made an error. There was an
error in your vehicle registration number but you validated and confirmed that it was entered in correctly.
Because of the error in the registration number the system was unable to match your ticket to your
vehicle and a Parking Charge Notice was issued.
Due to the operator error, we have incurred a cost from issuing a Parking Charge Notice. We believe
this can be resolved amicably therefore we have discounted the value of the Parking Charge Notice to
£20.00, this covers administration fees only.
You have now reached the end of our internal appeals procedure.
You now have a number of options from which to choose:-
1 Pay the Parking Charge Notice at the discounted rate for a further 14 days.Please note that after this
time the discounted rate will no longer apply and the full Parking Charge Notice amount will then be due.
2 If you choose to do nothing, we will seek to recover the monies owed to us via our debt recovery
procedures and may proceed with Court action against you.
3 Make an appeal to POPLA – The Independent Appeals Service. Please note that if you wish to
appeal to POPLA, you will lose the right to pay the Parking Charge Notice at the discounted rate, and
should POPLA’s decision not go in your favour you will be required to pay the full amount. If you opt to
pay the Parking Charge Notice you will be unable to appeal to POPLA.
The POPLA service is only available in England and Wales.
You must submit an appeal to POPLA within 28 days from the date of this outcome letter, by submitting
an online case at popla Your POPLA verification code is XXXXXXXXX.
By law we are also required to inform you that Ombudsman Services
provides an alternative dispute resolution service that would be competent to deal with your appeal.
However, we have not chosen to participate in their alternative dispute resolution service. As such
should you wish to appeal then you must do so to POPLA, as explained above.’

charge Notice number and payment card details ready.

nice one , appeal , let them pay POPLA £27 , if you did loose (dohtfull) , they would look idiots in court , when you show that email where they accept that YOU paid the parking fee ,, therefore no lose

whats annoying is that my car is usually full of old tickets but I had it cleaned so no ticket.

nah, I believe the OP has not described the timeline or details correctly
the OP means the driver has put incorrect details into the machine at the point of sale, nobody was on site, certainly nobody from Britpark
then a week or two later the keeper gets a pcn from Britpark, rings them up and they say its normally user error
so after checking they can tell there is a close match or similar on the system so reduced the charge to "costs" only
ie:- they are reducing the fee to a figure reflecting what they have done so far as they can tell the fee was paid but the signs were not complied with0 -

to rely on the POFA2012 , a ANPR type ticket has to me RECIEVED by the owner within 14 days of the incident , not posted lateSave a Rachael

the NEWBIES sticky thread answers that one
so depends if they know the drivers details or not (or if you are daft enough to admit being the driver)
the 14 days is only relevant to POFA2012 for a keeper ot owner , whereas they have 6 years to enforce an invoice against a driver (and POFA2012 does not apply to drivers)
and you have still not edited post #1 , despite my prompting
one thing I have noticed on here is that newbies never do as they are told !0
