UKPC Stevenage - ask for Driver's name after first appeal [outcome: ticket cancelled]

Hi,

I have received a windscreen PCN in Stevenage Leisure Park couple months ago and have appealed on line using the blue text template from the NEWBIES post. Unfortunately I didn't appeal on day 25 or 26 but did it after a 'FINAL REMINDER' letter has been received - this is about the day 45.

I even forgot to submit the appeal together with a bank statement which can prove that I was a genuine consumer in the leisure park on that day... Nor did I mention this information in the appeal. - my bad:(

I appealed as the keeper, and recently I have received a letter from UKPC saying 'In order to make a final decision regarding your appeal, please can you provide the drivers full name and address to our Appeals Department within 21 days of the date of this letter'. It also says 'failure to provide this information will give us no alternative other than to make our final decision based on the previous information received, at this stage a POPLA verfication code will be provided'.

I did some research from this forum, where I find suggestion is to ignore this letter and wait for a POPLA code.

My questions:
- Is it helpful if I submit a appeal online at this stage to mention the following and to provide with a scanned bank statement with the proof of patronage?
in order to resolve the dispute I attach copies of': the driver's receipts/bank transactions (or Hospital Appointment/Hotel booking, etc.) that day as they were a genuine customer/patient or whateve

- If this will help, do I only need to provide this information but not mentioning the letter which asks me for the driver's name and address?

- And if this will not help, do I need to take any further action on replying to the letter, or just wait for a POPLA code?

    you could resubmit the appeal with the proof of patronage , still as keeper

    IGNORE their request for driver details whatever else you do

    nost people would ignore that letter and let it time out , waiting for a popla code

    Hi Redx, many thanks for your reply.


    I have further questions regarding this:
    - If I provide the driver's bank statement to UKPC, will this cause losing ground as the 'keeper' since the driver's full name and address is on the bank statement?


    - Or will it help if I provide a redacted bank statement by covering the name and address?


    - In this resubmission of appeal, do I still need to include the full blue text in NEWBIES post?

    Because as suggested in the NEWBIES post, following statement could be help in the appeal letter:
    'in order to resolve the dispute I attach copies of': the driver's receipts/bank transactions (or Hospital Appointment/Hotel booking, etc.) that day as they were a genuine customer/patient or whatever'.

    If you say it is the driver's bank statement, then yes, it will give away the driver's details.

    If you want to use it then you will have to refer to it as keeper's bank information. In other words, you will have to be very careful how you do it.
    Personally I don't believe it will make any difference if you send that to the scammers, but it might help a landowner cancellation if you tell the leisure park manager you, an occupant and keeper of the car, are a genuine customer and please will they cancel otherwise you will become an ex customer.

    You are missing the point, the advice is written so to not identify who is the driver, in fact you could say it was a passenger's receipt.

    I am with fruitcake, as I said before you have passed the appeal stage with the ppc, and they like it this way, as some suckers pay up to the debt collector, and they both get the inflated scam charge.

    Far better to get it cancelled by the land owner, but you seem to have taken this all a bit to lightly at the outset, and will probably end up with pain from them for months unless you can stop it now.

    I've tried this from Stevenage Leisure Park on-line contact form but just got a routine answer which asked me to appeal through UKPC...

    Anyway, I've done another complaint to the management team (JLL) to see whether they will cancel it or not.

    If no further reply to them I'll have to send the appeal with the keeper's bankstatement to UKPC by today again. If I don't do this by tomorrow (deadline when UKPC asks for providing the driver's name and address) definitely they will start consider a POPLA code.

    Seems I should start preparing for a POPLA appeal now :D

    Thanks for your advice. I should really chase the landlord or the property management office from the beginning... I did but they've just ignored my escalation that's why I enter the appeal process to the UKPC but didn't push the management office again.

    I've sent out complaint email to the management office earlier today and finger cross this is not too late.

    Thanks to all who helped - the ticked has been cancelled.:beer:

    Taking your advice, I've made the last strike by sending a complaint to the landlord property management company again, as well as submitted an online appeal only providing the bank statement as evidence without either the keywords 'driver' or 'keeper' mentioned with regard to whose statement it is.

    After sending the email to landlord, they replied with the answer that 'will try to escalate to management team' but no further updates.

    Then it comes the cancellation letter from UKPC.

    The lesson learned is to make complaint as early as possible and don't forget to provide evidence as genuine customer when submitting the first appeal.
