If your garden comes off a private road, then you don't normally need planning permission to open your garden up so you can park on it. Even if your garden was on a public road, you wouldn't normally need planning permission (except maybe in London). Up north where I live, you just ask the council Highways Dept. for permission to put in a 'vehicle crossing' (basically drop the kerb, and maybe resurface the path), pay them £40 ish, (they inspect it), and then there's the cost of someone to put the drop kerb in for you as well.
It's always worth checking with your local council though, in case there's some dodgy old local byelaws, or you are in a special area with some crazy parish councillors etc. etc.

I'm struggling to visualise the issue ... how is your "parking space" being blocked? Is it only your space that is being blocked, or access to the public highway for everyone?

How will parking in your "garden" alleviate the situation?

BOD1467: It may be that the OP currently parks in front of the house and, not to be facetious but, the back garden is in the back of the house with separate access and therefore solves the problem of struggling when trying to park at the front of the house.

You need planning permission to change garden into parking.
Changing the world, one sarcastic comment at a time.

You may need planning permission if it was your front garden, but only if you were planning to put non-porous materials down .

I don't think that's universal, I believe it depends on the rules laid down by your local authority.

this post on another thread throws more light on the situation

    Hi there
I really hope you can offer me some advice with a big problem i am having with my neighbours, as i'm at the end of my tether !
Between the back of our house and the house opposite there is an access road / path.
Opposite have been parking there for many years ( which i don't have any issue with).
As roadside parking is becoming increasingly difficult, and my husband works unusual hrs , usually returning home in the middle of the night,he often has trouble parking.
With this in mind we took the decision to create a parking space in our back garden. We worked out that if opposite parked just 2 feet further forward we would be able to get in ( with a couple of shunts !) This is what was happening. Though we don't use it all the time, access is needed in case we do need to park there.
Opposite have always been quite un-coperative and unfriendly but this arrangement worked until last week when their grand-daughter and her boyfriend ( who also live in the property ) bought a car.
They immediately started parking in the space that is our access.
I have very politely asked them not to block our access to which they were very hostile.and eventually they were very ambiguous with their answer saying they wouldn't be parked there that night.
Since then they have blocked our access at least 4 times.
I basically want to know do we have any right to have access to the back of our property, and can they legally block our access ?
I'm very sorry for the long post, but have tried to give as much info as possible..
I really hope you can give me some guidance on this matter.
    Thank you in advance.

Looks like the blocking/obstruction is happening on a private rear access way and not on the highway. I doubt the police or council are going to want to get involved.
