Could one of you kind people please give me a bit of advice please?

Does anyone know wether i have to get planning permission if i wish to change my back garden to include a parking space ?

I'm having an enormous amount of hassle!! So much so, i.m sitting typing this through streams of tears. after yet another altercation!
Basically I'm being bullied by a neighbour as we've asked their lodger ( who's only just got a car) , not to block our access in and out of our parking space ( this access is via a private access road, not a public road)
I'm at my wits end and just don't know where to turn!!
Please please give me some advice guys!!

    Possibly, and depending how you access it, yes.

    The quickest way to find out is ask you're local council's planning dept but personally I'd be looking at dealing with the neighbour's tenant/lodger. If he's blocking an access road from the public highway then he could be breaking the law.

    Have a look in the In MY Home (includes DIY) sub-forum, there are loads of threads (well one or two) about both making parking space in your garden AND people blocking access. Good luck with your issue.

    Where your "access road" joins the public highway is there a dropped kerb?

    I'm going to ring the council tomorrow to clarify.
    The lodger is the neighbour's grandaughter's boyfriend.
    We've tried several times to speak to him but each time he won't even look at us ,puts his head down and turns his back.

    Yes the curb is dropped where the access road meets the public highway.

    When you need to move your car, ring the neighbours doorbell and politely ask for the lodger to move his car.

    Start going out at 5:00 AM everyday.

    Eventually the neighbour will tell him not to park there.
    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    (except air quality and Medical Science ;))

    Has he got a driveway you could park in front off when there isn't a car on?

    I'm not being funny, but it sounds a bit like this person thinks your being a bit OTT.

  • Blocking your access to the highway is a traffic offence, you could try the non-emergency Police phone line and ask them to "have a word".
