Have you tried holding the body of the fitting and then turning the silver plate at the end?
This may well unscrew to allow access to the bulb.
It will twist a little bit, which makes me think that the threads have seized up. I'll try a bit of WD40 in the morning...

the chrome bezel either unscrews off the body completely or it unscrews a quarter turn and then pulls off. they can get a bit seized / difficult to separate over time.
aurora is a decent make stocked by many, many, electrical wholesalers. pop into one with your picture and model number and i'm sure they will be able to advise you. as a bathroom fitting it definitely doesn't just pull off, it needs to be sealed properly hence some kind of thread on the bezel.

Find a lighting shop that sells them, pop in, have a discussion, ask the shop owner, buy some replacement bulbs to reward him for his trouble.

Well with a bit of WD40, a whole load of manly prowess, and remarkably little swearing, we have managed to change the bulb. In the end no twisting was required - the chrome disc pulled off.
