    That was true prior to 2007 (or so) with the revenue sharing rules in place then, however this was removed and so many cameras installed or updated since then may not be in a yellow box.

    I believe there is now a plan to make cameras more visible going forward.

    That is a traffic/anpr camera it only catches those who are uninsured otherwise just monitors traffic
