POPLA decision took over 15 months

Hello,

hope to find some guidelines here with regards my a POPLA decision that I've received after 15 months.

I've received a ticket on the 29-04-2015.
Appeal went about three weeks out via the UKPC website.

Reason for the ticket:
Parked in a disabled person's space without clearly displaying a valid disabled person's badge.

Reason for appeal:
Space was not clearly marked

Supplied images to proof my situation.
Pictures were removed from the website after submitting.

History of responses:-
05-05-2015 - Generic no-reply email from UKPC
23-06-2015 - Summary from London Councils <web@londoncouncils.gov.uk> (POPLA?)
24-06-2015 - Please find attached your POPLA Appeal acknowledgement letter.
29-07-2016 - POPLA decision with wrong parking ticket reference number

To be honest, I currently have only copies on computer, because I've not received any response from them for so long.

What now?
Please advice...

    the only cases being processed now are the stayed cases using WRIGHT HASSELL , slang word is WHOPLA

    are you sure this is the old london councils popla that issued it ? and NOT whopla ?

    23-06-2015 I've received POPLA appeals submission from London Councils
    29-07-2016 Refusal came from WHOPLA (WRIGHT HASSELL)

    Note that the parking charge reference is wrong!

    In the WHOPLA rejection they curiously state '....... we contend that the signage is adequate .....' 'Contend' seems to suggest that they are fighting on behalf of the PPC and perhaps is an indication that they are not wholly impartial.

    Any complaints about the process should be directed to ISPA, the DVLA and the BPA.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    To be honest I'm not really clear of all this explanation.

    So is it that WHOPLA is trying to make the whole thing my fault although the UKPC has failed to put proper signage?

    Also can WHOPLA still fight if they reject on wrong information like the parking charge reference?

    I might make some more pictures for better clarification.

    All this means is that the PPC can still pursue the PCN, via debt collection and court if they wish, as your POPLA appeal has been deemed to be rejected. You are still under no compulsion to pay the PCN.

    In other words - you're in exactly the same position as if you hadn't made a POPLA appeal in the first place.

    Out of curiosity, roughly much would I expect if challenge up to court/debit collector?

    The amount on the sign plus £100. The £100 is £50 court fees and £50 solicitor costs. Some PPC's have noted that people pay anything if a "court" is involved and we've seen £300 or in one case £600 tried - and people did pay.

    If you want to take it all the way, you need 3 skills

    1. The ability to fill out lots of forms.
    2. Time management - getting the forms in on time
    3. The ability to write a couple of letters to get information then writing a defence based on the information you get back.

    Not really difficult but some people get a mental block about it.

    Debt collectors will cost you nothing as they have no powers so you can safely ignore them. Real court papers are the ones to watch out for.

    Thanks guys, that's really helpful.

    I guess the simplest and easiest option is to pay £160... :(

    From WHOPLA they have wrong 1303650000000 as PCN but the appeal verification code is correct.

    My original PCN is 130365119xxxx

    Do I have any chances based on this information?
