    If people do not get support for family, they should beg ....
    If people on the street are hungry and ask for food (not asking money to buy drug, alcohol) many people will be willing to help

    It is not going to happen in the UK
    If people are given a tough choice between working on minimum wage or begging, they will choose to work on minimum wage.

    The current incentive here in the UK prevent that to happen. For people who are not currently working they still get the same income or even more from benefit especially for people with a lot of children. Not to mention the great opportunity to cheat on benefit system such as working on part time job without declaring their income, subletting their council house, right to buy with heavily discounted price in the later stage. If you are working on minimum wage did you get that opportunity ???. The chance of getting caught is very low as put surveillance and chasing the case like this will be more likely to cost the taxpayer's more then what they might get in return. But Even you are getting caught what you have got to loose ?? You are more likely to get a suspended sentence.

    I do not know whether people are aware or not, some people on benefit here in the UK are actually very intelligent people which could only be matched by fraudsters. That is the reason why they choose to be on benefit than work, benefiting from the flaw on the system here in the UK.

    The model in Hong Kong, Singapore, Taiwan Malaysia is working perfectly. Nobody is cheating, no one is dying of starvation, yet they belong to the most competitive nations on earth.

    Human has a social nature and therefore will be willing to help the people in need. But the current system in the UK is widely open for abuse and become incentive for people who could work but do not work.

    Those who genuinely in need are taken care by either the family, charity or the state. But money has never been given away.

    You will not see people cheating on benefit system. No one be able to travel worldwide using taxpayer's money while taken care by the state, no on will be able to lead an exclusive life, sublet their council house, noone buy a house on heavily discounted price subsidized using taxpayer's money using the money that they never earn.

    Keep in mind hunger is not the same with die of starvation. The fact that some people scrounging rubbish happen everywhere including in Britain. But this is not because of no help is available but because of mental illness and they do not seek help. Go to city center in London in the evening you might find one of them.
