O2 refuse to give PAC. What can I do?

    Well.. Worst nightmare I ever had with mobile network was wit Virgin Mobile, even described here.
    A month porting number in, month porting number out.
    PAYG SIM sent instead of pay monthly, after numerous calls switched to pay monthly but without any allowance. Two months of struggle, and they started to charge me for period AFTER porting out (one month rolling sim only contract, cancelled because of breach of contract rules and number porting rules), including sending debt recovery company using Comic Sans font in official letters (the ultimate insult). Ended with Ombudsman, they complied with decision with 10 month delay (asked only for official statement saying I owe them nothing on headed paper).

    O2 also once refused to provice PAC code because I was not able to read SIM number only because SIM was heavily used and number was unreadable. SIM was registered, provided all data, number of debit card used to top-up, last connections, last top-ups... no. "You failed identity check, go away". Luckily for me I found a phone capable of reading requested number and ported number out.

    In short: approach "working for me" not always gives good results. But also not always bad.

    I phoned them back, and they gave me the same line about topping up £10 before PAC can be given. I asked for where it says this in t&c's. He fumbled and then spoke to his manager. He then gave me my PAC, I think that since I had ported in helped as it wasn't one of their numbers.
