• Some council's will decorate one room every 2 years for pensioners if there is no-one living there who is capable. They will not tell you so try ringing the council and asking if they do. Good luck.

Sorry to sound harsh but I don't really see why council tenants can't decorate for themselves, rather than expecting it to be done for them. Unless of course they are not allowed to.

There was no restriction on internal decorating with the HA I used to work for, and our policies were very similar to those for the council properties.

If the previous tenant had painted the bathroom black (oh yes!) or similar, then paint vouchers could be given to the next tenant, but there was generally no re-decorating or re-carpeting or provision of curtains between tenancies.

The only 'concession' to pensioners - which let's face it covers a wide range of age and income! - was that some repairs would be done for them which would NOT be done for younger people, eg dripping taps would be fixed whereas younger tenants would be told to find a plumber.

The various changes which were being introduced at that time were all to do with empowering tenants in their own homes. So for example what had been known as the 'Allocations Team' became the 'Lettings Team' with 'choice-based lettings' - we were no longer going to allocate a property to people on the waiting list, they were going to have to choose properties they were interested in and eligible to bid for.

If your relative is so depressed by the situation, can you not help out practically, either by doing what needs doing or helping them find someone else who can?

Therefore if a person is disabled with arthritis in both hands and other parts of their body (pensioners may have other age related conditions) which cannot avoid, bet few would be able to change taps etc or bend and twist their body to finish off decorating their home after council contractors that was paid thousands for making it depressing to live in now. Also not allowed any choice in matter but allow it to happen to their home. Are you aware that some people young as well as older get disabilities throughout their working lifetime which cannot be avoided? I know we all have to work to make a living but all do not have contractor come into their homes and leave it depressing state without the resident having any redress.
BTW if people were able to do DIY and most desperately would want to it without having bullying council employee involved and maybe they will leave it far worse condition just because they can. :T

It's completely unclear to me what you want or expect to happen. Your relative isn't happy with the repairs or maintenance which have been by the council contractors, but expects them to fix the decor because it's now depressing? and yet these contractors were bullying, but she wants them involved again?

As I said before:

There may be a complaint to make about communication, but I'm not convinced there is one to make about not completely re-decorating

I'm well aware that some younger people would be unable to carry out repairs or redecorate. You've said nothing previously to indicate that your relative is unable to do so, just that they are 'a pensioner'.

So again, as I said earlier:

Savvy_Sue - You have misquoted me again, I did not say 'bullying contractors ' in my last post I said ‘bullying council employee’
Why are you misquoting me. Hope when you worked in HA you were more aware of customers’ needs and not misquote them to fit your agenda which unfortunately is the case with most public servants.
Also if I was in position to help, I would not be wasting time on here asking for advice, considering I was not responsible for creating damage in first place.
Thanks to other posters for useful information therefore I will not translate your negative response to make disabled pensioners more stressed out. :T

If you're prepared to give me one last chance, take a look at http://careandrepair-england.org.uk/ and see if there is a local service of trusted handypersons and decorators which you could recommend to your relative.

Because I never said YOU should do the work, but since you are obviously handy with a computer, it should not be too difficult to find someone to do the work.
