You can use Three's Feel At Home service cheaply abroad, but don't expect much in the way of speed.

You can use them in a Smartphone, tethered or in a MiFi.
If you(your daughter) needs a fast connection, a local SIM will likely be better, though more expensive.
You can begin by purchasing a MiFi. This one is good enough if there is stock in your area: https://www.argos.co.uk/static/Product/partNumber/4471714.htm @ £20
Unlock for £1 here: http://www.ebay.co.uk/itm/Unlock-HUAWE-Mobile-Wi-Fi-R207-E5330-E5330Bs-2-6-Hotspot-Unlocking-Code-Fast-/161397801165
Unlocking takes seconds. So MiFi will be ready for travel.
The 6GB data SIM supplied with the MiFi can be retained and utilised in the UK for back up if home Internet is ever down or for travel within the UK.0 -
For a local SIM consider Free Mobile. SIM available via vending machines here

That would be a great deal for use in a MiFi if it worked.
I was in Spain last year and used 3 Feel at Home in my MiFi. It worked ok at first and then I lost connection and started getting messages from 3 that tethering was not permitted. When the SIM was in my phone it worked ok but I still kept getting messages to switch off the phone before they would connect me. The messages are only received on the phone not on the Mifi.0 -

You were likely using a phone SIM, not the data SIM(such as the one in my link)
They are different you know. You can't tether using the phone SIM.
In fact I can see by reading this it is exactly what you did.0 -
If you decide to go for the Three 12GB option, do check beforehand as to whether it is a 1GB per month for twelve months or whether you can use the 12GB all at once.0

There are a few posts about this on Hotukdeals that appear to confirm you can use it all at once so I have taken a chance and gone for it.0
