TV Licensing Petition

Hi
I have been searching for petitions regarding the TV Licence Fee -
I found this one https petition.parliament.uk/petitions 121973
Its not exactly the point I am wanting to petition though. I think the BBC is popular with a good percentage of people. I do not want to comment on how i think they should charge people for their service or on the quality of the content. What I would like though is for every individual to have the choice whether they receive bbc services and live content. The only petition I can find is this one https petition.parliament.uk/petitions/130677 which is asking for the choice to subscribe, but it has been rejected.
Could anybody give me any advice on creating a petition? or advice on whether petition 121973 basically means the same thing?

We know from experience that petitions to parliament only go so far. To even get remotely close to what you're asking we would need mass refusal of the television licence by millions upon millions and mainstream media coverage of the issue. Two things that are very unlikely to happen unless there is a catalyst.0

You can certainly start a petition with your own wording stating exactly what you want.
As others have said, however, your petition needs to reflect a popular opinion which millions of people will sign.
If a similar petition you found is already rejected, why would yours be any different?

Get some really useful info here. The BBC can do us a favour and wither and die, what a shambles in this day and age.0 -
I recall signing a government petition , but can't remember the topic and haven't bothered since. This is because the obligatory discussion was broadcast and proved to be a waste of time.
I expected the matter to be considered in a parliamentary meeting or at least by 'important' cabinet ministers, but it was 'covered' by about six MPs, in a tiny room and the whole thing was over in 5 minutes.
Someone read out the petition, waffled for a few minutes, then disagreed .Others agreed that they disagreed and the meeting was closed.
Hence, as all discussions probably follow this format , the whole must be discussed legislation is a sham.0 -
I am a member at TVLicenceResistance, so I have seen people and campaigns come and go around this issue.
FWIW, I think major change will eventually happen at the BBC. The fast-changing nature of technology will be what determines that.
Within my group, I am on the moderate wing: I am not opposed to Public Service Broadcasting as such, but I have deep misgivings about the nature of the part of the BBC that the BBC chooses to call TV Licensing, and indeed this was my motivation for joining TVLR in the first place.
I tend to agree with previous posters: the future of the BBC is relatively well-assured for some time to come - though I would say that Politicians are very wary of the BBC, and should another major scandal arise, I think change could be imposed upon them.
In the absence of that, I think a straightforward "head-on" campaign against the BBC or the Licence Fee is probably not going to gain the popular support it needs.
However, I would like to see TV Licensing brought under more normal terms of business, and be subject to the same kind of rules that we expect of all other businesses. I also think that these requirements have an element of "nothing to hide, nothing to fear"...
- Fundamentally they need to respect the choice to not pay the Licence Fee, within the Law as it stands. BBC/TVL must not exploit their uniquely unaccountable position in respect of exploiting or abusing the public (whether that be evaders or people who are legally unlicensed).
- BBC/TVL need to communicate (both tone & frequency) with the Public in ways that are unequivocally Legal, Decent, Honest and Truthful, and respect the fact that the audience they are addressing includes both innocent unlicensed people and vulnerable people, neither of whom should be subject to the kind of threatening language that they presently are. Ideally, BBC/TVL would agree to have the ASA give oversight of their mass communications. BBC/TVL send around 90 million letters in a typical year, so the volume is easily equivalent to an aggressive marketing campaign of the kind that the ASA would normally regulate.
- The BBC needs to provide a published remit for TV Licensing, so that the Public and MPs can understand exactly what they do and how they do it. The remit needs to be sufficiently detailed so as to accurately inform the Public which parts of the TVL process are mandatory and which are optional. TVL should no longer exploit and obfuscate this distinction in its communications or processes.
- BBC/TVL need to tidy-up the entire home visit and Interview under Caution process, so that there can be no question of TVL's legal non-compliance, discrimination, unfairness or rogue staff. If the process cannot be sustained and be fully compliant with the letter and spirit of the Law (as I suspect) then it must change accordingly.
- BBC/TVL need to explain the aspect of their process whereby half the people who are "caught" evading are let off, and demonstrate that this is consistent with the Public Interest, and not just the BBC's self-interest (which it seems to confuse at times).
TVLR will no doubt be putting these (or similar) proposals to OFCOM when they take over the regulation of the BBC from the BBC Trust (whose response to the issues with TV Licensing has been pitifully weak and irrational).0 -

They're just about to muddy the waters even more because, in 2 weeks time, from 1/9/16, a licence will be required to watch BBC iPlayer (that doesn't require a licence at the moment) but the ITV, Channel 4 and Five equivalents, ITV Hub, All 4 or Demand 5, will continue to be licence-exempt.
What a bloody mess.Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0
