Returning to sender doesn't always work as this is a known tactic of debtors - to say they no longer live somewhere. Try sending them something in writing saying that he has not lived there since x date (say approx if you're unsure), that you have (repeatedly?) informed them of this yet they have ignored it and you believe this is in breach of principle 4 of the data protection act which requires data controllers to ensure the information they hold is accurate and up to date and that you expect them to rectify this issue without any further delay or provide a written response as to why it won't do this so you can refer your complaint to the ICO.
I wouldnt mention anything else - its not strictly relevant and only really clouds matters. If this was an old college roomie, do you think they would be expecting quite so much from you? This really is no different. Any agreement he had with them is nothing to do with you and any relationship you two have with him is nothing to do with those companies.
As for the brother in law.....I was going to suggest something similar to mojisola and say tell the brother in law either he contacts them and gives them up to date contact details, or you will. I'd likely word it more softly though - and perhaps also see if there are any free debt advice services in your area that you can give him the details for or make an appointment - they'll go through all the available options for him. A lot of people run away from their debts due to the pressure and feeling overwhelmed by it all rather than purposely avoiding it. Give the companies his work address.
I would tell him that's he's got a fortnight to get the addresses updated, otherwise you will pass on his work details. The last thing he will want is debt collectors turning up at work.
Or follow him home from work to find his current home address.0 -

Tell the debt collection companies that he does not live there and send them a copy of your council tax bill, or tell them they can check against that or electoral roll
By doing so they will leave you alone0
