Paypal account "limited" - some questions

Greetings all.

For reasons unknown to me and also Paypal it appears, my verified Paypal account has today been "limited" unless I provide them with photo ID and proof of my address. Whilst I have nothing to hide, I'm sure I'm not alone in having reservations over sending Paypal such sensitive data. I have decided that I won't cave in to their demands when there has been absolutely no activity to trigger it and my previously "verified" account has sufficed perfectly fine up until this point.

I would like to sell a fairly rare item on Ebay which will need a wide audience to attract the best price and so will probably need sending to them. This will mean that I'll have to allow Paypal for payment rather than cash on collection.

Paypal currently states what I can and cannot do with my limited account status :

What can I do while my account is limited?

update your account information
add money to your account
link a card
link a bank account
use PayPal logos in your auction listings or on your website

What can't I do while my account is limited?

send money
withdraw money from your account
receive or request money
close your account
remove a card
remove a bank account
send refunds

Does anyone know what their definition of "can't send money" is please? If my item were to sell and be paid for by Paypal I would then have that amount in my Paypal balance. I realise that I would not be able to withdraw it to my account but could I use those funds to pay for items I later purchase on Ebay, for example, or would they essentially be locked in my Paypal account until I provide them with what they want?

    If you cannot receive or request money how can you sell anything?

    And you cannot send money either.

    There are two kinds of "limits": one happens when your money move reaches the European threshold (around £1600). In this case, you will be asked for identify info only if you cannot be verified electronically (via credit agency); The other one, which is unpredictable and Paypal refuses to give reasons for, is usually a result of recent (adverse) activities in your account, such as claims. But usually in this case, more information, such as original invoices if you are selling, is also requested. You are not asked for this - have you made claims recently as a buyer?

    Oh. Stupid me! For some reason I didn't notice the bit about not being able to receive money either! Oh well, I guess that's put an end to that plan then! :p

    The request for formal ID from Paypal is in accordance with Eu legislation for anti money laundering.

    If you don't want to do it, then don't but you won't be able to use Paypal or Ebay.

    Otherwise, just do as they ask.

    Nope. Stuff I sell on ebay is very infrequent and always vehicles which are cash on collection so Paypal is never involved there. I occasionally use Paypal when buying stuff on Ebay (again infrequent) or use them as a payment handler on other sites. I did have a regular weekly "gift" payment going to one person for anything between £50-£100 per week but that ended in December and his Paypal account is verified too, fwiw.

    No claims or any kind of suspicious activity to warrant flagging up my account.

    It's fairly obvious you've reached the limit, so either comply and use it, or don't. Mountain and molehill come to mind.

    As you have no idea what my limits are, I am struggling to see how you have come to the conclusion "it's fairly obvious you've reached the limit". The only limits are for receiving funds and a quick check of my account shows that I have the full quota available.

    As for your previous comments about money laundering crap, that is clearly some cop out as the account was "verified" over 6 years ago and has functioned fine for both buying and selling ever since. I have spoken to several friends to ask if they've had the same message and not a dickybird. None of them have had to provide photo ID and their accounts are working just fine so it's clearly nothing to do with money laundering regs.

    Anyway I have better things to do than argue with a Paypal apologist. My question was answered by someone else and that's all I needed to know.
