I've just returned from living in Spain. Dealing in pay as you go of any description is not like in the UK. Too much paperwork...
However, just like the UK, most cafes and shopping centres will have free Wifi for the price of a cup of coffee...and you usually get free air-conditioning thrown in!0 -

Didn't have too much of a problem with PAYG when I was there.0
