Do I need a new line? Moving into a rental property

I'm moving into a new place and want to get broadband set up beforehand. With TalkTalk and Plusnet, they charge for new line installation as well as remove some of the offers.
I assume the current tenants have broadband with line rental (can't get hold of them and these offers are running out soon) - can I use their existing line and change provider or must I set up my own line rental? My main confusion is since we're new tenants, we can't just steal their landline number/line and must set up a new one.

The old tenants should cancel the services with whoever .

I guess the question is, when I set up a new account, do I say I need a new line or can I 'switch' from an existing line? I'm gonna guess I need a new line (damn, miss out on a good TalkTalk deal!)...0 -

In this case I don't qualify for the £75 voucher TalkTalk offer, meaning Plusnet is currently the best bet for cheapest 12-month broadband.0

Unless you order a new line then you will not be able to get your broadband set up before they leave/cancel their broadband contract.
(You can actually do it but it will appear to the tenants that they have been slammed. There could well be hell to pay (and you will be on the receiving end) if that happens and they end up having to pay termination charges when they planned to move their contracts across to their new place)0 -
When you sign up you choose the option to take over the line and choose a date a day after your move in date0
