read the last paragraph and links of post #1 of the NEWBIES sticky thread , because you are mixing up the meaning of "your car" (this isnt your car, its owned by a hire company)

NO , they have to get a ticket (ANPR) to the name on the v5 within 14 days , the lease Co (in this case) have 28 days to write back to VCS then get (I think) 28 days to send YOU the ticket
however they do not rely on POFa , and are skipping the rules setup in 2012 , that state that if they do not follow them , then they can only chase the driver - you in this case as it has ended there . the lease co cannot say you were the driver , only that you were the keeper at the time
this airport scam has been going on for yrs , VCS pay JLA £25,000 per yr for permission to issue tickets , at the airport its been proved that the land comes under bylaws , if they ever take a case to court they will loose , the press will hear and the game will be up !

No, it's not a question of the CAB not making a distinction between IPC and BPA members. It is that the CAB thinks that all PPCs have to comply with the POFA - yet they do NOT!
The CAB should not be saying that a postal PCN issued by CCTv or ANPR 'must' arrive by day 14 because it doesn't have to. The difference is simply that a late one is a PCN for a driver only, a non-POFA version. Like VCS ones. We see these all the time.

No, they don't have to. You could ask, but do not write 'me' or 'I' about the car being stopped or not. Sorry to repeat myself but it really is easier to just use the template, believe me! Remember that the challenge is only a means to an end, to look reasonable if you have to fight this in small claims later, so there is no need to over-think it and try to make it perfect for your case. VCS don't care. They will NOT cancel.Do they not need to be providing CCTV evidence from at least two time points showing that the vehicle had not moved during that period and should I not be asking for this when I write to seek further information?
If the lease firm has provided your name and address as lessee/hirer of the vehicle then wait till VCS write and sent YOU a PCN. If the lease firm has NOT written to VCS but merely wants to pass you the PCN to appeal, then get it from the lease firm asap and then send the template appeal, tweaked to suit (e.g. if it says 'car park' - which I can't recall if it does - then change that, but not much else).And again, what do I do about the fact that they have not yet contacted my employer (or me) directly
Submit the appeal by email INCLUDING YOUR POSTAL ADDRESS...PEOPLE ALWAYS FORGET THAT EVEN THOUGH THE PCN DEMANDS IT! and expect to get a standard acknowledgement ping straight back (please, we don't need to see it!) then a rejection letter or email - 100% certain.
Then SIT TIGHT unless court papers arrive within the six years possible to pursue it. Quietly collect all letters, keep them all and just laugh at the debt collector letter chain, as covered in this thread:

No because that's all about POFA PCNs. This is a non-POFA (driver liability only) PCN and the ONLY important thing in all of this is not to tell them who the driver was, for obvious reasons of staying untouchable as 'the keeper'.so the 14 day CCTV evidence period will be up? Is that not grounds for appeal in itself?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
