yes I know I can buy a tv card , however that would only be for UK TV
so how do I set kodi to record and save on either a PC or android device?

correct , its an operating sys , just like windows or Linux , no proggys you have to choose what you want

If it's a one off episode you can register with filmon and record 1 hour free,some programs are available to be recorded after they've been shown.
As for Kodi it is not an out of box program it needs to be configured.
To record IPTV you need an external player-VLC is good then set VLC to record your streams additinal playlists and IPTV clients are
