Parking sign only in Welsh

When I parked at a local car park, there was a sign in Welsh but not English which I believe is compulsory in Wales. I bought a ticket at the only pay station and displayed it. I received a PCN telling me that I did not display a valid permit. This was obviously what the Welsh sign was saying. I had to appeal the charge as the vehicle belonged to the manufacturer and I could not allow them to be hounded for the charge. I have communicated 3 times with UKCP sending a photo of the Welsh only signage. They have today said that the signage was adequate as there were signs elsewhere in the parking area. I had no cause to walk 50 metres down the parking area and so was not aware of the other signs. My appeal is refused suggesting that I make an appeal to POPLA if I am not satisfied. They also suggested the Ombudsman Services but point out that they have chosen not to participate in that scheme and so if I wish to appeal it will have to be done through POPLA. What should I do?

From the BPA code of practice,

18.6 The wording you include on your specific parking terms
signage is your decision. However, you should try to
use plain and intelligible language in all your signs and
information.

So your POPLA appeal will be based on signage. They can't expect you to know Welsh most Welsh don't.

I made this point in my first communication to UKCP but they made no reference to it in the first 2 replies.

UKCP are only after your money, nothing else and will say anything to get it.

Look up other signage appeals and get photos etc.

Maybe UKPC have a special Welsh dept who don't understand english ??

Possibly only for council parking signs, not private ones.

However according to the Welsh Language Society their refusal to pay the £65 fines is on flimsy legal ground.

“Documents issued by private companies are not covered by the 1993 Welsh Language Act,” a spokesman said.

However as private parking operators have no statutory power to levy fines and rely on contract law, it will be hard for them to rely on a contract in a language you cannot understand. Most such 'contracts' are unenforceable anyway.

Quite right. PCN's issued in Wales should be bilingual. What's F O in Welsh.

My brother is Welsh speaking and had to go on a speed awareness course. He chose Welsh but 50% hadn't realised and didn't have a clue what was going on!

YES, a POPLA appeal in Welsh would be good, I don't think there is anything in the code as to what language
