I've sent Anthony a pm thank you, gonna try the manager tomorrow see where I get, another thing I should add is is it actually a letter before claim as it doesn't actually state it it just says" should be considered "and it also says to avoid these steps please contact UK parking control directly to clear your balance. Aha, so as it's not a LBC, you can ignore it but I have to say, a multi-ticket case is most likely to proceed to a small claim, over other single PCN cases. You can ignore what is clearly a debt collector letter but I think you need to start reading up and understanding what might well happen.
We are waiting for Anthony94 to give us a court report but he might tell you if his case started out with similar letters. Probably did. I seem to recall he didn't reply to a LBC which at least you are aware, that you should do.Only other defence I have which could be a good one is in the pictures of the car entering the car park, it's pitch black and none of the signs were lit or clear.PRIVATE 'PCN'? Yes early in the morning before 6.30 am, and so it is okay to ignore this one however best to get a defence sorted for the next one that arrives.

If I receive another letter, i will respond with the following and should I also add that as the times shown were in pitch black with no lit signs it is unclear that the driver could have seen these signs before parking so was un aware of entering any contract with ukpc.

Dear Sirs,
I am writing with response to your letter dated: <Date here>
I am the registered keeper of car reg: <Car reg here>
I have not seen any evidence that the occupants of the car 'left the site', if that is the allegation, which I am gleaning from a previous UKPC letter. The reason I have not responded was due to UKPC being exposed in the papers as using fraudulent altered evidence to try and extort PCN money from innocent motorists and were banned by the DVLA from receiving/using keepers' data for a long time in 2015.
Seeing as there has been no evidence shown to me as keeper, of any alleged contravention actually occurring, you cannot see that UKPC has a cause of action. If however they do and can evidence the same, then I require that evidence by return along with an explanation as to how the figure demanded has been arrived at and photos of the signs to show the alleged 'contract' that resulted in such a disproportionate demand.
I remind you that the driver has never been established and evidence of that person and them leaving the site would be required, because under the POFA 2012, keepers are certainly not obliged to name the driver and the onus is upon the parking firm to comply with the statute in full if they are seeking 'keeper liability'.
Further to this, I request the following:
A) Copies of all previous paperwork.The legal identity of the landowner.
C) The legal identity of the party that contracted with UKPC.
D) Evidence that UKPC has the authority of the landowner to litigate in their own name.
E) A copy of the sign that forms the alleged contract with the driver.
You are to reply within the next 14 days, and I will provide my full reply to your letter before action once the information noted above has been received.

Yes that would be a suitable response to a LBCCC and you may as well defend it if UKPC try, because seven PCNs should be £700 plus a court fee, not over a thousand.
So even if you lose at a hearing if it comes to that, you *should* be able to persuade a Judge that the added 'admin fees' are unjustified, not part of the contract, not agreed, never incurred by UKPC in reality - and not recoverable.
