I'd say the Gas Safe Technician (very few will have engineering degrees) was remiss to cut off all Gas supply for a faulty boiler flue.
The boiler should have a gas isolating valve (plus mains electricity isolation) that would stop any danger from the faulty(?) flue emitting dangerous combustion products into the dwelling, but still allow the gas cooker to be used. That could also heat water for washing.
Unless there were other gas safety issues spotted at the same time.0 -

Capping the meter this only done when there are no other gas appliances in the home. It's easier to cap the meter than disconnect and cap the boiler as you would normally need to cut the pipe to cap it.
The boiler will no longer be a danger.
Who ever did this has probably used plate tape, this is a bit like duct tape but is used for sealing the back plate of gas fires to the fireplace opening. It is not and never has been safe to seal a flue with any kind of tape.0 -

It gets physically capped so it can't just be turned back on, it is illegal for anyone to take the cap off and reconnect it.0 -
No disrespect to Bris who says he's an engineer (I assume gas!), but for other opinions try posting on DIYNOT here - lots of engineers monitor the site.

Broken or unsafe gas heating systems in council properties are eligible for emergency repairs - just phone the council housing emergency repair number and get it fixed - that could have been done at the point the engineer declared the system unsafe.
If it transpires there has been a long standing dangerous problem then the council will need to do a review but that will have little to do with you.
You and your children have not been harmed - be thankful, get it fixed and move on. For all their faults - councils are on the whole responsible landlords.0 -
