Warning - PPC on direct debit

I have posted this on Healthand Beauty but I know that board does not get a great deal of traffic do here goes:
Just a warning to anybody else in the same position as I believe this could cause many to be fined through no fault of their own.
I have been getting a Pre Payment Certificate for my medication on direct debit for many years. As you know it is £10.40pm for 10 months. I usually do not take much notice of the letter as it just renews as standard. Luckily this year I did read it in more detail and realised it stated that it was due to expire and I needed to purchase a new one. I thought it could be standard wording but would call and check.
It turns out there has been technical problems this year preventing them to auto renew so you need to actually set up a new agreement either online or by phone like a new customer.
This is the first I have heard of this and believe it could catch many people out who like me have been used to it continuing year after year resulting in fines for non payment.
