It does charge. Revolut or Metro Bank debit is better.

Was wondering that as it sort of contradicts itself, one part says it does another says it does not

It doesn't contradict itself. It is clear that it takes a percentage from each transaction.

Exchange giant Travelex offers its Globe Cash Passport, which allows you to load it with pounds, then charges you a 2.49% load every time you make a transaction in a different currency. It's a higher exchange fee than the others, but you're not charged an extra fee to withdraw cash, so this could be worth it if you'll be using ATMs a lot.

Does this not mean atm withdrawls are free? I understand i will be charged for loading the card.

No, you don't. You are charged for using the card. Between 1.49% and 2.49% dependent on when you applied for the card.
Even if you were charged for loading, that would still be a cost of 2.49% for any transaction, including withdrawals.
Why are you wasting time on this? How many times do you need to be told the same thing? ;)

So Revolut, Halifax Clarity or Creation Everyday will fit the bill.

If you got your CPG before 19th November 2012, it's not a bad option with a total charge of 1.49%. But the options above can be better value.
Just be aware of the Revolut £500 per month fee free withdrawal limit. So use for purchases when you can.

Dumfries and Galloway by chance? - Take an account with the Cumberland BS, their debit card is fee free worldwide.
